Shader problem with RT

Videocard: Cyclone GTX 460 1Gb x 2
Processor: Intel i7 960 @ 3.80 Ghz

If I clock my shader too say 1255 using low level OC in RT the monitor graph needs to be given +15 in order to report the correct clock! if I set it to 1273 I need to adjust down -23.00 in order to see the correct clock in the monitor!

Both GPU-Z and Afterburner report the correct clock speed as set in RT but I don't know why the hardware monitoring fluctuates so wildly.

Monitored values ARE correct. RTFM, use search and feel the difference between target clocks and real generated ones.
