Here's how you fix it.
You need:
Catalyst 10.3b:
http://sites.amd.com/us/underground/...3-preview.aspx
Crossfire Profile App:
http://www.rage3d.com/xmp/
Then, in-game, enable Vsync then change the resolution to something other than what you play the game at, then change it back
Vsync will be properly enabled and the lines will be gone.
Haven't tested in single-player but it's bound to work as well.

Then there won't be any flickering horizontal lines.
But you get flickering on alternating frames. (black-image-black-image-black and so on).

I would like to report that yes, doing this does work. It did fix it for me. Thanks a whole lot. At first I thought it was either the FOV or Refresh Rate causing this so I was changing it from the .ini, but this worked like a charm. No more screen flickering with the 10.3b and Crossfire Profiles.

Install the 10.3b drivers, then the profiles if you have not. Then change your screen resolution from the main menu to something else, then change it back.
Play a game of Multiplayer and check it out.
Also, did you install the OpenGL 4.0 Drivers? If so that's the cause of the reason.

I think, you need R5000 HD series to get the full effect for the moment.
These are 'beta' so, it's still in the works. It seems ATI/AMD is focuing on their 'flagship' 5xxx series first?
I have no problems running OGL 4.0, just now installing ATI Stream SDK 2.01 to test.
I got a tremendous boost in FPS 34 FPS | 53 FPS with these OGL 4 drivers.
Clean install though, did a Express Uninstall of all ATI/AMD drivers, then fresh install of 10.3 Chipset and these babies, not a problem except for
this nasty driver that caused my Resolution to 1024 instead of 1600x900.
ATIModeChange | 'ati2mdxx.exe'
CCLeaner does a nice job.

tried 6 different fresh installs (uninstal managerl, delete everything ATI, cclean ATI, driver cleaner) The lines reappear about once or twice a game and at random times. Many other forums including this one say its HBAO but that doesn't effect it either way.

In your settings.ini file try changing HSAO=false. It cleared up the crossfire profile lines for me. I still have to change resolution and turn vsync on to get rid of flickering. I've tried all of the recent drivers since 10.1 and changing FOV ect ect. Currently using the OGL4.0 driver released the 29th. Performance wise they aren't as good for my setup as the 10.3a/b drivers but flickering with this "fix" reoccurs much much less often.

Yes, It's a part of the slow map loading problem on ATI GPU's, they are working hard to fix this, according to twitter... Probably the one major issue I have with ATI at the moment that cannot be worked around, so I really hope they will fix this "yesterday".....

My point is this... I've had the same issues as you and many many other people have. Is switching AO a permanent fix? No. Does it always do the trick? No. So I've tried it all probably just like you have. But in your lil list of 10.3a/b/c/final/whql/yes/no/crossfile I didn't see OGL4.0 driver. Is it much different than any of the 10.3's besides the OGL changes? Not really. Did it actually make a difference in how often I experienced crossfire profile lines? YES. Just passing that along.
Edit* I meant "crossfire lines with this "fix" not flickering....

The April 7 app profiles does indeed fix the horizontal lines issue, BUT I still get low performance without changing the resolution before starting a game
Since I have 2 screens I have Everest OSD in the other one ( temps, GPU usage etc.)
With the april 7 profiles the flickering is gone but the gpu usage spikes to 97-99% for both GPU's and I get sluggish performance, however if I change the resolution the game is supersmooth and gpu usage is around 48-55% on both Gpu's.
Using 10.5 beta and april 7 app profiles, 1920x1200 8xAA 16x AF/ game settings maxed.
