im fed up with the nois of my pc and want to replace the fans with some low noise ones at the moment i have 3x900rpm fans that push fu*k all and 2x1200rpm that arnt to bad i would like somthing about 1200+ but to be as slient as posible

and be under £12 per fan

you should invest in a fan voltage regulator, you can turn it up/down based on need.
stay away from ball bearing fans, they are the noisiest.

to be honest I have a 3 2000+ RPM fans and barely hear them. In fact, I love fan noises. I sleep with fans.

^ lol theproblem is its next to my mum and dads bedroom wall so need to be made more silent

sleeve bearing is suppose to be pretty quiet. get the largest fan size your case can handle. I really think a fan regulator will do you more benefit. at least you can control fan speed but if you OC your system, then perhaps you need that air flow, if so go sleeve bearing.

Noctua NF-P12 if you decide to buy new fans. Best on the market.

Scythe S-FLEX are one of the best in the market, and not as expensive as they used to be, they can be undervolted fine, just chose what ever you feel will work better with your setup.

i run 3 1600rpm and they are quiet (not silent) but you can undervolt them to have them even more quiet, but still, they come in 4 different speeds.
