Can a bad power supply cause stuttering and FPS drop?

I get bad stuttering in crysis wars in intense fighting and bad FPS drops for a while now.I tried allot of different drivers ,settings and everything but still stutters very bad.
This is caused by a very large difference between minimum and maximum FPS. Sometimes it's between 29 and 55 resulting in an average of about 40 but it feels like 20.
    Any ideas???
I think it's my PSU wich has only 31A 15A+16A

And the +12V rail drops to 11.20 when playing.I used HWmonitor.

What res are you gaming at? Are you trying to run the game on anything past mainstream/medium settings? If so lower the res and or tune the game to medium settings. Either of these or the combo of both usually fix that prob depending on your settings now being used.

Yes, a bad PSU can cause it....but don't assume that your PSU is the cause.

a drop to 11.20 is kinda concerning... u might wanna invest in a better psu.

I play at 1280x1024 with 4AA. About a month ago I was able to play at this setting everything on high with constant 60 FPS with no problem.
    Maybe it's an SLI issue.

lol:D i didn't see u got them in sli , then its definitely SLi. You would need a psu with 45a or more on 12v rails.

Agreed. I'm surprised your system runs. You need a better powersupply to run your cards.

The cards and the CPU are overclocked too. And I noticed a srtange thing. When the cards are NOT OC'ed the +12V rail is at 11.78 on idle and when they are OC'ed the +12V is at 11.71. That means that it can't handle my system?

It goes as low as 11.20 when OC'ed.

The amount of voltage drop is about right...the voltages are probably just being read lower overall than they really are. If you have any doubt then you have to use a multimeter to get an accurate reading...software can't be trusted.

you can't monitor amps in Windows unless you have a Gigabyte Odin GT PSU...look on the PSU label for rail information

It drops even more now.It goes as low as 11.14! And crysis FPS always between 29 and 60 when AA on.

You're running out of the ATX range specification. Minimum for the 12V rail(s) is 11.4V Software or not, the voltage drop reading calls your power supply into question. Unless you have a multimeter to rule out the exact rail voltage variance, I'd be questioning the power supply.

I'm going to have to agree with mega. 11.14 volts is real low, some hardrives may fail to operate on that little. Also, can you monitor your cpu voltage to see how much it is dropping while your gaming or stress testing?

Some components also run hotter when they are not receiving the required power.

I don't know if you are having power problems for sure, but an underpowered psu will cause the symptoms your mentioning.

The CPU voltage is dropping to 1.31 under load and 1.52 idle.

You can't always rely on software for an accurate power reading but judging by your psu specs in the link you posted it's clearly nor up to the task of running your current system for an extended period of time, get a decent brand psu with atleast 40 amps on the 12v rail/s.

Ps. I would increase that to atleast 45 amps if you intend to overclock, or just choose one that's been tested and certified from here:
