i prefer not to install the bloaty CCC and use ATT instead,
but now that i am using a notebook i am dependend on the powerplay feature.

where can i set this to enabled/low ?

if not with ATT how is this possible without CCC?

the only tool i did find to support this is nhc, but it needs dotnet and i dont want to install it ...

maybe a commandline switch with some ati exe?

There are no such support in ATT. You can overclock your board depending on power state
