PC restarts before Windows Suggesfully Loads?

I downloaded the ATI tray tool, but when it installed it immediately restarted my PC. When I let it restart, every time the ATI tray tool began loading in the start menu my PC restarted again. It did this at least five times before I tried to alt-cntrl-del and end the process before it began to load. After three tries of not getting there fast enough, I was able to end the process. I immediately un-installed the tool and my PC has worked fine since. What happened?

I'm not Kopperfield and I can not see your system, so why not to fill your system configuration before asking questions?

hp pavillon a1130

cpu:amd athlon 64 bit 3500+
os: windows xp media edition
gfx card : ati radeon xpress 200
sound: realtek AC'97
