Systen Standby, But still on?

Well every since i rebuilt my computer (first time) when i go on standby the computer will turn off, but the fans stay on, which is pretty stupid. is there something i hooked up wrong in the process of building my computer? i used to have a dell and when i put that on standby, everything shut right down. The motherboard is a ABIT AA8XE

check your bios there sould be a seting to power down on standby

Correction, there is a Power Management setup, but nothing that uses my knowlwedge that would refer to stand by modes

Bye the way, what does "CPU Thermal Throttling" mean. because mines set at 50% default. Other options of, Disabled, 25% or 75%
