Internet cancellation issue

i don't know if this has been asked before but i'm completely and totally confused at this point.

i am cancelling my ADSL 512k/128k to join another better ISP,
what is puzzling me is this..

i asked them to cancel my account, they agreed and 2 weeks later
my adsl stopped working (surfing), my modem would still sync
and i can still log with my username & password, but no surf of course,
so i called them and they told me my account is now cancelled.

now the problem is, i heard to join another Isp that i require a Cancellation Number, what i wanna know is if i can go and join a new isp now
or i must wait until my modem don't Sync anymore before joining the new isp?
also when is the cancellation number given?
when the account is just cancelled, or when it's cancelled and no Sync?

i need your help, this is pretty important to me.

Well, the simplest thing would be to just call the new ISP you want to join and ask. It seems that they just canceled your account. Just your password and login.

ok today i turned on my pc and the modem doesn't Sync anymore!
so when i called my Isp he gave me the cancellation number and
he couldn't give it to me before they disconnected me in the telco,
since they don't support Churn from one isp to another, so now all i gotta do
is take my cancellation number and give it to the new isp i wanna join.

eitherways i think i'm gonna get Cable, to hell with adsl. every person
in my area (not many) have cable and beside being cheap, stability
is great. at this point anything is better than this deadly 56k modem
i'm using right now!
