How do I permanently disable the OSD server? I don't need it and don't want it, I just want the OC tool. I don't want to manually disable it on every Windows startup by hitting ctrl+shift+d which is the hotkey I've set for it.

    Thanks

OSD server is only loaded when YOU enable some option depending on it (e.g. framerate monitoring, 2D/3D profiles management, screen capture and so on). Each option depending on the server has more than clear info on it in the context help telling you that the server will be autoloaded after enabling this option. So very simple solution would be RTM before enabling some option blindly.
You can always see the list of features depending on the server in "i" window under "Active clients" line of server info section.
