MSI Afterburner jumps the speeds when I apply

is that normal?
I only use the OC when playing but when i press APPLY the clock and voltage jumps to what i set and then go down... is that normal? is that safe? is the fake?
pleaseeee i need to know...

 

entirely normal card just goes back to other lower power state when at idle
