Well, go to your Catalyst Control Center by right clicking on desktop -> Properties -> Definitions -> Advanced, and you should see it. Just browse around there, you will find it eventually, as well many other useful options.

I can't give you exact instructions on where the Vertical Sync option is, because I don't use neither the CCC or the old Control Panel.

    I use ATI Tray Tools:

I know how to get into the control centre, but theres nothing there under the graphics settings or anywhere else that you can turn vertical sync on.
    i'll try ATI TRAY TOOLS

I'm at work at the minute..... You have got catalyst control center correct?

Is there an ati symbol in your tray at the bottom right of your screen?

No, that's the control CENTER. Don't use that ****, it's just bloatware.

ToNEs... extend the 3d options. If you can't find vertical sync, then you should probably stay away from driver configs for the time being.

    Don't be silly :)
It's there on every driver version from 5.7 up to 5.12.
You either have a bad/corrupt install or overlook the option.
Go to 3D-all settings or enable the ati tray tool and find it there.
When missing you got serious software/driver problems.

You can also go to the ati download section and grab the non ccc version or whatever version you like.Just make sure you uninstall the old drivers properly and clean out your registry.

You should instantly be able to tell if it's working or not. If you get tearing, it's not, if the image is crystal-clear when moving, then it's working. Another way to check is by viewing your fps. If it goes over your refresh rate at any point, then it's not working. Also, make sure to enable triple buffering along with vsync to avoid fps loss. (In OpenGL this is an option in the drivers, but for D3D, it must be enabled in game if supported or using ati tray tools)
