I lose the ability to open control panel under a specific circumstance. If DSR is enabled and I have 3 display devices cloned, it will not open. If DSR is not enabled, or one of the displays is disconnected, or I clone only 2 displays then it will open fine. It might be the same issue for you and rebooting keeps one display disconnected so it doesnt get cloned. Possibly... I've had this issue on a 980, 980ti and 1080ti.
Sounds like an issue with the OS, maybe something went wrong during Updating. Works fine here with the Creators Update + 384.76.
IIRC there is an nvidia service that runs, I disabled it a while back and lost the NVCP from right click, make sure its running
Open task manager and kill everything worded nvidia, then you can open it, such an old bug I swear they are outsourcing half the driver starting with win10.
It doesnt matter which card, Nvidia control panel is same for everyone. Reinstall the driver as i've suggested, problem solved.
Actually there is plenty of stuff directly related between the control panel and physically what card you got in there, pfft even stuff attached to it can affect nvcp behavior.
Sometimes I get this, Very annoying, a simple restart will fix this issue, time to time I get this, extremely annoying, but I am used to it now. Worse comes to worse, Un-install drivers with 3.2.0 Driver Sweeper(Optional) + Latest DDU(In Safe Mode). Then re-install drivers, should be good to go, but I still experience this time to time, kinda crazy in a way, Especially when I am doing benches and want to change settings, I can not, have to restart, ergh.
You don´t have to restart if you just kill all the nvidia processes and reopen the control panel. Reinstalling doesn´t solve it. Latest months I´ve been back and forth between a lot of drivers between 351x and the latest, all same problem.
As stated same problem after Re-installing new drivers, Oh well it was worth a shot I guess I can live with it haha. Thanks again guys.
