To add some details since others forgot to mention:
Dedicate Video Memory - is what driver tells to applications is real HW memory placed on card.
Shared System Memory - cache in system (controlled by OS)
Total available graphics memory - sum of the two

Only "Dedicate Video Memory" matters to you. Issue is likely because driver you use did not have proper subsystem ID for your particular model and went for generic r9-290x.
(would be likely solved by using driver from manufacturer or altering HW ID from other 8GB version to match yours = steal configuration)

It is likely AMD's driver issue on W7 since Titan can allocate all 6GB there, so no OS fault on this part.

I would say: prepare for "free" migration to win 10 anyway, so as you mess with stuff and reinstall, you can try W10 beta.

no way to get it work on 7. Tryed with another fresh installation, with windows 7 N Ent SP1 downloaded right now from MSDN. Definitely a windows 7 ati driver problem, beta doesn't help.

I don't like at all windows 8, but I'll keep this for take advantage of 8GB

Nobody else got an 8GB 290X? Too bad, because that's very curious.

Install "Classical start". Check main application panel properties on desktop to disable metro at startup.

You basically get interface of W7 with exceptions like:
    - moving mouse alongside right edge of screen shows apps + time.
    - clicking top left and bottom left pixel of screen has special functionality (Shift clicking too)
