Is it possible to change the other performance state clocks? Or just the performance mode 0 max performance?

The NVEnc Encoder forces performance state 2 which downclocks my VRAM by about 500 mhz.
I'd like to workaround it by setting the same clocks for state 2 like on max performance mode currently in my Afterburner set.

    Any chance?

At Nvidia inspector I could change single performance levels, but if I change p2 it resets back as soon as I click on apply :(
    Gigabyte GTX 1080 my card.

I think that's only possible by editing and flashing the bios of the card

With NVInspector it worked for other people. But with my GTX 1080 for some reason not.
If I remember correct it worked with a GTX 980 to change performance mode 2 in NVInspector.
