Hi all. I want to know, which kind of issue is that?

Is that GPU issue or VRAM?
Note:
Nothing crashing / just artifacted picture even in windows while browsing web random dots appears;
No blue screens;
No FPS drops;
No BIOS mods.

Snow/white dots looks like faulty vram. Does it also appear outside of windows, ie, during post or in bios? Try underclocking your vram a little to see if it goes away.
