It's for people who visit site and there rating next to title in news section:

I'm gonna close this thread, and I'll tell you why. Just in the main post, it is inciting a flame war to start.

Also, who cares? People can rate a thread how they want to. Personally I don't even really look at that and I'm sure most members and even other staff members don't as well.
