I have two gpus(one being only 30W TDP), I need h264ify work on the low power one when I'm watching youtube.

How can I do this? For now, it is using stronger card and getting more power but still better than cpu. (uses less than %10 cpu for 1080p@60fps youtube, alternating between %5 and %12 sometimes)

Even 4k 60fps(forced to run on 1080p monitor) consumes %10 of gpu(and %35 of cpu) so small card could do it but how to select it?
