    First thing I would like to say is that only Vector 2D rendering mode works with the OpenGL renderer. I know V2D is the most widely compatible, just pointing it out;
    Second, the OSD keeps flashing between OpenGL and D3D10, which is pretty weird;
    Third, the reported FPS seems to be exactly double the actual value, which I verified using ShadowPlay and Dota 2's own statistics.

    Let me know what other info I can provide to help address the issue.

    Well I actually had the OSD disabled yesterday when I was playing but I would bet this has something to do with the major Dota update that released yesterday. I've never had this issue.

    I find it highly unlikely for these to be game related issues, even after the update.

    Well I can tell you it works fine on my PC. Played a few hours last night and had no issues.

    But seriously, a couple more videos I just recorded showing the problem.

    I'll say that as well. Then seriously recommend to read software system requirements section of documentation and pay attention to statements related to lack of support for laptops.
