Works fine with older driver. Its drivers issue or games issue not windows, windows added on/off switch and game has to support it
While the problem could certainly lie with drivers or games, the culprit could very well be Windows, perhaps due to the WDDM2.2 specification (assuming it works with WDDM2.1 drivers). This might be similar to how the WDDM2.1 implementation in the Windows 10 Anniversary Update broke compatibility with several D3D9 games until a Windows 10 Cumulative Update fixed it months later.
Its strange, when I use Older driver there is no ON/OFF button in windows (which is Windows setting not nvidia control panel setting) and games can enable HDR automatically. Newer drivers add support of something, and windows adds HDR on/off button. When you turn HDR ON it enables HDR in 2D windows (looks horrible, its 4:2:0 bad for text and icons) and games cant auto enable HDR. Same with HDR OFF button. So I think it game that has to add support to new way windows enables HDR
