Rivatuner failing to adjust fan speed during Age of Empires 3

I was playing AOE3 and I alt tab and my video card temp is 100C and Rivatuner is doing didly squat! I have it set up so it goes to 100% if the temp is above 75C...have no clue what the problem could be.
Also I noticed the csrss.exe process was using over 100mb of Mem Usage in the task manager.


I've played games before and this has never happened. Rivatuner has always adjusted fan speed accordingly. I assume something is either failing again or it's AOE3's fault.
I'm going to try some other games and see if this is incident is isolated to AOE3.
