Thirty-one-year-old Jeremy Putman was arrested and charged with wearing a mask in public, a felony in the state of Virginia that can result in a year in jail. Wearing a mask by itself is not a crime. And no carrying a sword is not protected by the 2nd amendment. In Virginia it is illegal to carry a bladed weapon over a certain length. 4 inches I believe. It is also a crime to wear a mask while committing another crime. I think they are considered robbery paraphernalia at that point.
Only in America could people think that this behaviour was acceptable and that he "shouldn't" be locked up Would you want this guy walking around carrying a sword whilst you were out with your children?!!
What? I just bought a 12inch steak knife at walmart yesterday...no body locked me up carrying it out of the store.
You can walk around with an (unloaded) rifle over your shoulder, or a loaded handgun on your hip. A sword doesn't scare me, or anyone over here.

Places all over the world have these laws, it isn't just VA. It has nothing to do with his constitutional rights.
