Is there a third party program that can see and enable/disable administrative controls like control panel/hard drive/disable access to properties or hide unhide task manager and registry.?

    Run/GPEDIT.msc if you have Ultimate.

sorry I'm looking for a software really.. Coz I need to do it on multiple pc's and don't have much time on GPEDIT. like a power tool that you only need to tick/untick the checkboxes.

3rd party or GPEDIT is gonna need more or less the same number of ticks on each PC to set them up, unless they are part of a domain/Active Directory network and you use Group policy on the controller, not sure if you can also achieve that on a normal local network

    EDIT - this might help

Fortres 101 does exactly that. Hope they fixed all the security holes in it though....lol
It's not cheap and used to be extremely easy to disable. It's been almost 15 years since I last screwed with it, but on Windows95 and 98 you could disable it in 2-3 clicks (while it was supposedly protecting the computer).

It's also not free, but you can hide most of those things in Auslogics Boost Speed, using the tweaking utility.
