Try the latest drivers (15.11.1 Crimson)
Are you getting similar FPS in games?

    Hello m8.
So your problem is caused probably from your drivers.
    Follow my steps.

    1) Download DDU 15..7.1.0 (It is a software that unistalls any graphic driver from your PC)

    http://www.guru3d.com/files-details/display-driver-uninstaller-download.html

    2) Extract it and run the program. It will ask you to run your PC in SAFE MODE!!
    Press YES!!

3)You are in safe mode now.In this point DDU should run automaticaly.
You will see a menu that has 3 options.Choose Clean unistall and restart(Be sure to check AMD drivers)

    4)Download the newest AMD drivers.
The version is 15.11.1(the link is for windows 7 64 bit as you say in your first post)

    http://support.amd.com/en-us/download/desktop?os=Windows+7+-+64

    I am waiting for feedback.
This is the first step we have to take to check if your GPU is ok.
So follow the steps and if you have any problems we will find a solution.

    * First of all, let me say that i don't know much about PSU, so please correct me if i'm wrong here.

It looks like you have a very cheap and low quality power supply. The power supply has two 12 rails. Each can deliver up to 20A (240W) (source: http://www.sentey.com/es/brp-700). I don't know what the exact deal is with multi-rail PSUs, but if the GPU can only draw power from one rail, you might have a problem. I don't know which brand you have, but the MSI r9 390X Gaming for example uses alot more power if it is fully loaded:

    http://www.tomshardware.com/reviews/amd-radeon-r9-390x-r9-380-r7-370,4178-9.html

According to this review the card will use 293 Watts on average and has a peak that can go up to 500 Watts.

Here is another review that shows a high power usage (but they also measured the power that the PCIe-slot uses):

    https://www.techpowerup.com/reviews/MSI/R9_390X_Gaming/28.html

A HD 7970 might just run fine with 20A, but a r9 390x wouldn't. It might be that your r9 390x is struggling, because it isn't getting enough power.

No SSD, Low end PSU, Windows 7.

Change those to "SSD, 700w Seasonic PSU & Windows 10" and you'll be fine.

Also, stop overclocking your BCLK to 103mhz. Not a good idea at all on IvyBridge. As well, don't buy a new GPU, not reinstall Windows and ask why you're not getting the performance you want.

Reiinstall Windows with every major part upgrade. Always

Well that looks about right for a 390X.

going from 7970 to 390X you're @ up to 90% boost in ideal gpu bound scenarios..
    http://anandtech.com/bench/product/1559?vs=1495

But in mmo's or rts games where you're cpu bound you won't see a big difference, maybe 20-40% at best.. Especially with slower AMD multi threaded driver code..

    EDIT:

    Skydiver; cpu @ 4.6Ghz, gpu 1228Mhz
    http://www.3dmark.com/3dm/9733566?
look at combined score, this is what I mean by cpu bound games

    Firestrike looks about the same

Well, looks like your r9 390x is getting enough power. What does "I bought the R390x to get a big difference but this is not the case" mean exactly? What was the performance you did get with the hd 7970 and what performance are you getting now? What games did you play?

MMO's are very cpu heavy games and if those fps drops are caused by a cpu bottleneck, upgrading the GPU won't make much of a difference.

Do you play any other games sometimes. If so, how is the performance in those games? Is it better?

It's just the nature of MMO's. Nothing you can do about it. Lol, the PvP area in ESO was just unbearable. In a very intense fight the cpu bottlenecked both my cards so much that i only reached 9FPS. :p

Testing more games would certainly help to determine if the performance of your card is normal or not.
