MSI Afterburner causes GPU to run at 100% fan upon startup?

okay, so I have a XFX 687A-ZDFC
dual fan card
I used Afterburner v2.1.0 to OC my card to Core:980 Mem:1200
I chose to apply OC on startup and set manual fan speeds and set MSI AB to start on startup. the problem is, when i restart or start, after the login screen, and I go into the desktop, the GPU runs at 100% fan for about 15-20 seconds, and then goes back to normal... please help!

 

alright, just checked my catalyst controller, it is running at 12.1, newest version, and the thing that I noticed is that in the amd overdrive section, the fans are at 100% manual, even when I turned it off the previous shut down... I turned off manual fans, and I turned it back on and set it to 30% to see if it works... will update later on

 

seems like it was the catalyst problem... I turned on manual fan and set it to 30% (fan speed still works with my custom profiles) but the fans don't run at 100 anymore at startup! hooray!
