Terrible Performance with R9 280 [HELP]

    Indeed. It doesn't give super in depth answers, but surely helps in a case like this where we are trying to pinpoint something. Nvidia actually has something similar built in to their control panel, but sadly AMD does not so MSIAB to the rescue.

    Thanks guys, I'll give those options a try.

    My question though is why would my GPU be idle with the Geforce but not the AMD card if it's an app related issue? I'm still going to test out closing apps and also MSI Afterburner, just curious.

    Well i suspect well piece together the answer to this once you have identified the offending app/program. All we can do is make a wild speculation at this point, as its clearly not supposed to be acting that way!

    I have used the xbox app from time to time to record game play but on mine its NOT running all the time. The fact its running on yours, and you have made no comment about it, makes me wonder if its doing something in the background. But like i said well never know until you close them. Hopefully the after burner idea lists the app using the gpu.

    When I click on the "i" and the information screen comes up I have no such options, all I have is this showing:

    Completely disabled DVR options on XBOX App, no longer showing in task manager. - No changes

    Disabled other processes - No change

    Checked Bios - Up to date

    When I played Diablo 3 religiously on my 7970ghz, I would get crazy low performance on occasion in the original maps and regularly on the newer maps like the Westmarch sewers. Eventually I found a solution by changing Windows Power Option to High Performance and also making sure not to enable the in game options for Frame Rate Control with any other type of frame limiting such as ingame Vsync or FRTC in Radeon Software Crimson.

    You might need to turn RTSS "show on screen display to on" to view active 3d process. If you installed it but didn't turn it on that would make sense.
    Any chance you took another screenshot of an empty task manger with gpu-z showing 30% usage going on still? Hopefully you didnt restart yet.

    Also i recommend running scans with Malwarebytes and SUPERAntiSpyware just to be on the safe side so you dont have a malicious app trying to mine for bit coins or something. Run a scan with your installed Antivirus as well!

    Cause if you disabled all the running apps in my mind something doesn't want you to know its using your gpu for a hidden task.

    try forcing a bios reflash! Have you tried using a legacy driver to rule that out? i had issues with beta driver would crash from windows 10 bubbles screen saver. i would also try a fresh w10 anniversary install on a separate partition if possible to rule out issues with windows like bad upgrade from 7/8.1, malware, bad registry entries and permissions.
    Moreover, here the steps to remove xbox because it cripples all my amd apu.

    Remove xbox app all my amd have issues with it

    run powershell with admin

    Get-AppxPackage | Select Name,PackageFullname

    Remove-AppXPackage packagename

    or

    Get-AppxPackage *xbox* | Remove-AppxPackage

    Next you gonna have to make a registry key to disable app dvr

    type regedit is powershell with admin

    HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\GameDVR

    Create New
    AppCaptureEnabled REG_DWORD (0)

    HKEY_CURRENT_USER\System\GameConfigStore

    GameDVR_Enabled REG_DWORD (0)

    Then

    Right click start menu select system
    Advanced System settings
    Adjust Video effects for best performance

    Like someone suggested you can check power options in windows
    +pci express
    +link state power managment
    off/max performance

    if i think of anything else ill edit my post

    This was my first thought as well. Make sure your power profile is set to maximum performance and not on balanced.
