What is the best gfx setup I can get with ~$200?

I have about $900-$1000 saved up to shop for GPU's next week. I am going to set aside about $750-$800 for a possible dual Polaris XT crossfire setup. That leaves me with roughly $200 to put into my spare build. What do you guys recommend? I would really like to stretch my dollar to get the maximum amount of performance hence the multi-gpu approach. Would it be better to try and find a used GTX970 or 390, or would it be better to get used dual 370's/380's if possible? Keep in mind I am not sure what these cards go for right now and cannot foretell the price drops that are coming the in the following week so any educated guesses about that would be greatly appreciated. Thanks for reading!

dont invest into dual 370 / 380 that wont be of any use very soon but still is expensive

    1) if you can find it get a used HD 6970 for 50$. (that would be almost the same speed as two 370s which would cost you 200 + x $)
    2) or get a 390 / 970 for the $200. (then you can always put in another one cheap in a year or so if you want to upgrade, and a 970 or 390 multigpu is definitely good for a spare build

    290X Lightning CFX (H2O)
Better go for single GPU even if it's a little less performing, CFX doesn't work in all games.

If temps is not a problem for you there are a few reference 290X 4 GB GPUs on auction in ebay right now.

There is also an XFX 290X 8 GB around 200$.(30 min left...run!) :D

I think 6970 may give some people headache as it is VLIW4 GPU. I would recommend to use iGPU on spare PC unless it does not have one (till Polaris comes). Or anything very cheap from GCN line above HD 7790 in performance.
