Is it possible that outdated IMEI drivers were responsible for the following symptoms

I had problems on my Computer with bad working Intel Networkcard and high latency problems in Windows itself. Since I installed an updated Version of the IMEI drivers the problems seem to have disappeared.

Can it rly be so simple to get rid of all these problems just by installing one driver?

Also to note I had upgraded Windows 7 before to Windows 10. I guess there still was an old Windows 7 IMEI driver installed which caused the problem.
