For that particular photo I'd make a different layer for the: Environment and the people. The people already seem quite colorful and as seen above, increasing stuff simply makes the colors (especially red) to extreme.

Work on both separately and then finish it off by trying to fit it seamlessly together. But that's a lot of manual labor, probably to much for 1600 dia's.
