CLOSE, Ban! Those numbers of theoretical pixel/texel/FP performance are not even in alignment with clock GPU is supposedly ticking on. If you want to throw random stuff, at least do proper math on those random base numbers.
Take it easy man. Why so much anger? Pixel, Texel ratios and Floating-Point calculations etc., they all have been done appropriately. If you're thinking that they're wrong; simply, you are able to prove. If so, let us know the right values supposed to be.
The highest custom RX 480 configuration would hit uttermost 1420 MHz. The overall 8-pin configurations will be between 1310 MHz & 1385 MHz. Actually; 1382,5 MHz or above frequency rates is sufficient to play modern games @ 1440p and 60 Hz refresh rate at decent details with this card.
