So I've been editing the enviromentlighting.lib for a bit of time. Having partly understood how it works, I'm going to post a thread on how to enable E3 Lighting present.
    Enalbe E3 Lighting
(I dont think it's the one for E3)
    1) E3.2013.Clear is the one for vanilla so we have to edit it.
Open it and we can find the line as follow:
    Here it is.

    2) Open E3.Clear and we can find the line as follow:
    3) Replace them with lines in step1. Then save it as E3_2013.Clear_Lighting.xml.

    4) Repack enviromentlighting.lib and it'll work.

    Solving Bugs
If you switch defalt preset to E3, you'll discover that all the TV boxs are black boxs and also rain drops become black dots.
You'll need to replace the lines as fol:
    with
Second bug is NO vehicle headlight.
    So find the line
    Editing all
    to
    shall solve the problem.
    UPDATE!

    Change in this vesion:
    *Clear Lighting
    1) Lower sun light intensity, auto exposure and exposure value.
    2) Lower speed of auto exposure.
    3) Add GIpaint intensity to get darker atmo.
    4) Change moonlight color.
    5) Change sunlight color to relaunch demo's.
    6) Change skydirect and skybounce.
    7) Set probeskysaturation to 0.
    *Storm Lighting
    1) Lower sun light intensity to 0.03.
    2) Lower night exposure value.
    3) Add GIpaint intensity.
    4) Lower speed of auto exposure.
    5) Change moonlight color.
    *Blackout Lighting
    1) Turn off all the lights while blackout.

It's the very concern about gradMoonLightColor.
If you don't want so dark then change it to
Attention: 4286609004 is very different from E3 one. If you want the E3 one, you can increase the Value in curveProbeScale.

i found also a way to make them work, am using "DLC_M06" as a recipient test, then switch between weather preset on the fly in game with the lua script injector using

    BeginEnvironmentEvent("Storm", 1)

storm is just what i am testing, you can lunch any weather preset, even the buggy

I ended up using Relaunch Demo's lighting, which is more close to real life.

yeah relaunch demo look really cool, a little bit dark, but thats how the E3 demos looks like, can you list what xml preset correspond to what exactly ? like wich is the " clear " and the " storm " precisely ? would save me a lot of time testing

Another presets are most likely for cutscenes. And, well, can you share you enviromentfog.lib from this pic? Looks amazing!

@mlleemiles : its a trick i used with " DLC_M06 " fog preset, it has a crapload of fog everywhere during day time ( so its not really usable during that time ) and very few during night wich react to the sun light, so what i did is set the time at the very start of the night or the very start of the day so that you get the fog to react to the small amount of sunlight during these specific times, its very close to the E3 fog

just put this " 3074291143 " into your storm weather preset from windy_crity.xml, you need the dlc files for this to work

Just a question. How E3 lighting can be better than current mods ? Is there unknown features ?

I just see more shadowed environment. I got tricked at night. I was so dark I missed to hack a camper that I was chasing for weeks (I stopped to increase brightness before beginning, and he was already far away ^^').

For instance I prefer Marduk's lighting. So I would like extra infos.

Maybe you can try Relaunch Lighting, which is much brighter. Or you can just take a look at my recent post.
To me it really isn't too dark.
