Experts help recover a faulty gtx 690

    Good morning gents
    got a huge problem with a gtx 690 at the minute,
    short story is , its behaving like a 680,
    its only recognising one gpu which is gpu1.
    I have tried changing settings in nvidia control panal but i have NEVER had the option to use multigpu or sli for that instance.
    i have tried rolling back drivers (lots of different drivers)even installed windows 7 64bit over windows 10 64 bit to see if my OS was problematic.

    Also put it in my friends skylake rig and still the same SLI is disabled.

    Another thing i have noticed the Exhaust on both sides only one side is hot( if our looking at the GPU FAN end towards you the GPU is exhausting HOT heat to the right and cool heat to the right.

    Losing my mind here!
    I have searched the internet asked on other forums, no one has been able to help.
    rig is as follows
    EVGA Reference GTX690
    i3 4170
    h81
    650w Corsair
    8g ddr3

    GPU performs very well as a gtx 680 (one core)
    temps are about 70c on furmark.

    MSI afterburner also doesnt find the other GPU (gpu0)
