Well i am testing now, and ill post mine and then you can try to spot the difference with me and that others who view this thread might have something to compare and could come to a conclusion.

However, i need you to try something out. Your power supply comes with two 12v rail connectors. I want you to plug one of them into the 6 pin, and then use the other 12v rail and plug it into the 8 pin using 6+2

so one from one cable and the other from another cable. That way we eliminate the 12v rail problem.

    with this

I need to connect GPU with Power Supply from 2 different PCI-E connectors?
The 6 pins with a one PCI-E connectors and the 8 pins with another PCI-E connectors? Thanks for help :)

I think OGow89 may have made a misstatement the GPU usage [%] earlier when he said, quote, "oh god that gpu usage is all over the place". If you had just come out of a game
and then taken the screen shot of MSI Afterburner the GPU usage [%] might be all over the place because the graph may not have had time to show numbers that would be
there if the computer had been idle for a little while, like mine, after gaming:

By the way, I use CPUID HWMonitor because I can display information without scrolling down, as with MSI Afterburner:

Well i don't how his gpu would perform with an amd cpu but look at my graphs, they certainly look different than his.

    Here they are again:
    Here is my ccc settings:

    FC 4 in game settings:

These are the clock curves, usage, etc for fc4
    [IMG]
    These are for gta 5

fps for fc4 vary between 67 to 85 driving and shooting around.
gta 5 between 62 and 75 in the city.

Our fps may vary a bit depending on cpu and also my gpu oc performance.

I saw you disabled cool & quiet and fps jumped. Maybe bios reboot didn't save properly..

Or its just cpu thermal limitation, I thought AMD FX Tjmax is ~ 72ish C no?
I would say that 4.5Ghz is throttling all the time and causing extra issues..

Test at stock turbo 4ghz and disable cool & quiet, then go from there..

Although gpu artifacts could be driver issue or bad gpu or even psu, doubt its overheated cpu fault unless it starts doing errata data.

    Tested :)
Gta 5 : Improves of 20-25 fps it does 40 (in car) to 85 fps
Battlefield 3: Improves of 45 fps now do 65 fps to 90 fps
    Without Overclock of nothing...
I disabled it from time ago (cool and quiet)
I disabled cpu throttoling, 72° for 4,5 Ghz for an FX 8320 are too much for a H60
I think the problem is drivers, bad gpu not because with Windows 10 it go very good
