First of all I'm not fully sure if any of this is driver related.

What can exactly cause the white outline around NPC's or weapons and things in certain games? At first I thought it might have something to do with anisotropic filtering optimization but that was off. Kind of annoying

And why do certain games run better in windowed mode than full screen? Fable 3 has been the best example of that, could hardly run it at all in FS, in windowed with border-less windowed mode enabled can run it maxed no issue.

The driver I'm running is 304.79 if that matters at all.

well, I guess 2 I should have guessed, however 1 I am kind of surprised by. I'd honestly rather have jaggies than those white lines. *sigh* you never can seem to have your cake and eat it too

Try something other than multisampling AA, e.g. supersampling or FXAA.
