Getting HD7770 fan speed below 20%

According to the SpeedFan application, the minimum value of 20% fan speed on the Catalyst Control Panel is equal to 1200rpm. With these rpm, my Sapphire HD7770 Vapor-X card is idling at 35º. I would like to take advantage of the card's good cooling abilities to lower the fan speed and noise. I am not interested in any other tweaks besides changing the fan speed to the minimum possible, and only having it increase after the gpu reached 50 degrees at least. My questions are, would Ati Tray Tools allow me to do this? Would I need to open the program everytime I started the computer? Is ATT able to lower the minimum fan speed from the vga bios or is it not necessary to do that to get below the 20% fan speed value? Is there a better alternative for doing this? I checked RadeonPro's presentation and didn't see any fan speed options.
