Would two of these directly on top of each other with no space in between be ok, or will the top card have cooling problems?

If you don't have at least 1 slot between the cards, it is possible to have cooling issues. You need to make sure your case is very well ventilated prior to installing multiple graphics cards.

I currently have two reference 580's directly on top of each other and I'm ok with the temps.

I'm only concerned because of the type of cooler found on the 670 that I linked.

no they will overheat, as do all non blower coolers when stacked.

internally exhausted cards dump heat onto the top card resulting in higher temperatures.

reference will need to go on top. why not get two of these? they use 680 coolers

just a fyi the evga ftw isnt reference. they use 680pcb + 680 cooler

Agent and TK are right the 670 FTW is the way to go when it comes to a reference-ish 670 as its on the 680 pcb.
