Fan in laptop starts and stops HELP!!!

Dell XPS M1530 is the name of this laptop. Now to get to the problem.....So I noticed that my laptop was overheating and shutting down if it got too hot. I opened it up unscrewed the fan and cleaned out old paste. Took some compressed air and cleaned out dust, there was almost no dust what so ever. Then I added some fresh paste put fan back on and tried to fire up the laptop. It fired up, booted into windows 7 but with a black screen. It booted because I heard the welcoming sound of windows. After I restarted the laptop to see if it turns on again the fan spun for a few seconds and turned off to a dead stop never booted into windows again after that. I checked if I missed anything or unplugged something by accident but everything looked to be normal. Every time I try turning on the laptop the fan spins and stops again.

Here is what I tried to fix this problem...

1. Took out battery plugged in cable tried turning it on and also the other way around.

2. Tried taking out ram putting one in and checking the other one if it worked.

3. Pressing and holding power button for 50 seconds when not connected to power to drain energy.

4. Taking out hdd and putting back in.

Please help I'm really desperate for ideas that you might have.

So I took the laptop apart to reset the cmos battery which did nothing. Now when the laptop is turned on it is a blank screen, pitch black I should say. Within 5-9 seconds the laptop beeps two times like tee tee and just stays there like that with the empty screen.

Two beeps is usually memory-related.
Testing your laptop's RAM could be a bit tricky since you may need another laptop to test the RAM stick(s) in.
If your RAM is fine, then it's probably something burned on your laptop's motherboard.

You might want to get it checked on a repair shop.

I believe that model has a know Video problem! It is a contact issue of the Video Chipset BGA (Ball Grid Array).

I send my BGA repairs here http://www.aqstech.com with great results. As I have no time nor the equipment for those types of repairs.

Sorry to keep you guys waiting so long for a response. I managed to get a soldering gun/blow torch and heated up the gpu my self and wala! the monitor turned on. Now the only problem is the windows vista is not booting up I get a blue screen. I tried startup repair and resetting the bios but nothing.
