AMD Phenom X4 9950 Black Edition 2.6Ghz
vs
AMD Phenom II X3 720 Black Edition 2.8Ghz
the differences is just first model of Phenom with 4 cores and 2nd generation of Phenom with 3 cores plus their clock frequencies...

Phenom II is remarkably faster than Phenom I.

I found them being sold as used CPU, I wanna to used it on my old board...
Phenom 9950 have 2M L2 size and 2M in L3 vs the Phenom II 720 have 1.5 L2 size but 6M in L3... thus this make Phenom II 720 faster?

The Phenom II is newer and on a smaller process than the Phenom I. This means it will run cooler and faster per clock than the older one, and is probably faster overall despite having fewer cores, though the slightly higher clock speed will help. More cache in the newer CPU also helps, plus you might be able to unlock the 4th, disabled core, depending on your board. The Phenom I's were known for running a little on the toasty side as well. All in all, go for the Phenom II, as deltatux said.

L2 cache is 512kb per core, so really they both have the same amount.
Fwiw the 9950 has an HT link speed of 1800mhz and only supports 1066 DDR2, whereas the AM3 X3 720 HT link is 2000mhz and is compatible with DDR2/DDR3 up to 1600mhz (officially).

the 9950 is faster,
but if you want overclock the x3 is the better choice
The 720 if nice to unlock if you have a AMD Mainboard with 785 Chip or higher.

I'm sorry man but after all the reading from your closed thread, the decision you made, the results you've now recieved...
from one AMD user to another - dude that was a bad choice, im struggling as to why you created the thread in the first place if you were just going to dismiss any facts given to you which would have steered you towards a true upgrade other than a side grade. I know it must leave a bitter taste in your mouth and your wallet. Hate to say it bro - but they told you so, tried to warn you - but hey ultimately it was your decision. Hopefully next time you might consider the information given to ensure you get a quality upgrade in future.
PS: dual gpu amd cards dont work with intel chipsets LOL

In regard to this thread the PII would get my vote, and as Del Boy now knows. here's another vote for 1100T over the 8120 - as the 8120 is utter crap when compared to any Quad PII, or Intel Q9 series cpu.
