Need help getting 75hz -

I recently bought a "eMachines E233Hbd 23in Widescreen LCD Monitor" but my card is not letting me get my 75hz. Im using my DVI wire to enable GPU scaling which I can play my PC games but it won't allow me to get 75hz.
I'm using AMD Raedon HD 6670 on Windows XP.
I just need the help

On the Plug and play monitor property's window (the one on the left in the provided screen shot)
1. go to the adapter tab
2. now press "list all modes"
3. select your supported 75hz resolution from there
FYI- your monitor supports 1920x1080 and 75hz but not necessarily together.

That screen "list all modes" shows what your screen can display (not all native). If your desired resolution of 1920x1080 @ 75hz is not listed, it won't.
You can select you resolution from this screen by, highlighting your selection, then pressing OK.
My personal experience is most monitors will support higher refresh rates at lower resolutions, its a bandwidth issue that thus screen can handle. Just skim through that "list all modes" and you will see a pattern.

by lowering the resolutions I still dont get the 75 hz and if I switch the the VGA cable then i get it 75 hz but I wont be able to get aspect ratio.

Looks like you monitor can't support your desired resolution.
One thing you might want to try if you haven't already is turning off EDID detection from CCC. That might make it so you can force unsupported modes but that could cause screen distortion and possibly damage your monitor.

Can you untick read EDID in control panel? If you can, it will give you all refresh rates (not sure why you need 75Hz, and if monitor can do it).

The max for that monitor at 1080p is 60Hz. Everywhere its listed for sale 60Hz is the max reported. But are you really willing to lower the rez for 75Hz even if you could? That is so not worth it in every possible way

the only res I get showing up with 75Hz is 1280x1024
usually the max resolution and max refresh rate are mutually exclusive so you get
1920x1080p@60Hz for max resolution but only 1280x1024@75Hz for max refresh rate
also LCD's are not like CRT's when it comes to refresh rate
an CRT draws each visible line one at a time so the faster the refresh rate the quicker the picture is drawn on the screen
an LCD on the other hand draws the whole screen at once
what you really need to look at is whats the response time of your LCD panel, more than 8ms Grey to Grey and you'll probably start to get ghosting in Video and fast paced games
for good performance you need atleast 5ms for best performance 2ms is best

^This. But you can also benefit from 120Hz LCD's, since it is legacy from CRT's and that is still the way how GPU sends signal to monitor.

Your monitor "can" run a 75Hz but not at it's native resolution. Pretty common with LCD/LED monitors.
As others have stated it if you lowered the resolution then it would support 75Mhz(Not recommended, Native Resolution is always best)
