ATI Radeon 6950 HD is not starting up on start up. Neither the Computer because of it

Hi, I have a problem with my 6950. I would like some help fast. Im sitting on my laptop.

After opening my case to check why the Proccesor fan is so loud. Taking it off, fixing some spikes and put it back. When I tried starting it up. My Graphics Card does not start up properly. Im pretty sure it's the Graphics Card.

Power supply fires up.
Processor spins up.
Hard Drive spins up.
DVD Drive Spins up.
Graphics Card spins up but does not start and I get no signal on my screen and it sounds like the computer doesn't start up at all.
The Graphics Card fan spins up and shuts down for 0.3sec and then spins up again every 2 sec. So its like in a repetitive state.

I didn't really touch the card since I thought it was the processor fan that made the loud noise.
But now it doesnt start up at all.
I did try putting it in a 6950 in a different socket but it does the same thing. Only difference I noticed was the fans span up in a higher speed. But same repetitive thing.

My Components>

MB> Gigabyte GA-990FXA-UD3
Processor> AMD Phenom II x4 970 Black Edition
Graphics Card> AMD Radeon 6950 HD (I can't remember the manufacturer)
RAM> 3 Sticks of Ram with 2gb on each on. (I know I should go duals on this MB)
Power Supply> 500W, dont remember manufacturer.. And the Note on is gone xD)

I built the computer with brand new bought parts last year in october.
I bought all the parts in Japan so if the MB has a failure, my Manual is all in Japanese..

Remove all unnecessary components and leave only one stick of ram in the ram slot and then try to turn it on again. In most cases these issues are just a simple wire/connection needing to be re-connected. Could also be that the power supply is gone and the graphics card isn't getting enough power. I'd also take a look at the fan connection on the graphics card in case it's got loose.

Could you be more specific with what components should be connected and what should not?

Unplug all hard drives/dvd drives additional cards from the motherboard and leave only a single stick of ram and of course the graphics card plugged in.

I unplugged everything unnecessary.

The only things I have plugged in now is the 2 giant cables from the PSU that goes directly in to the motherboard. 2 more from the PSU that have blue ends that goes directly in to the GPU. 1 Ram. And thats it.

The graphics card does the same thing.

If your motherboard has on-board vga try to run your system off that and unplug the HD 6950, if no on-board vga then try an old graphics card just to ensure everything else if fine.

Clear CMOS. most of the time its works. If it doesn't work, try BlackZero's method. test each ram slot.

I have fixed the problem and I know what caused it.

It was the processor. I KNEW IT WAS SOMETHING REALLY SIMPLE.
I was checking the Processor as I said at first. And I took it off. Noticed some of the pins were bent and that was my idea of what could cause the fan speed to go up. (or maybe not)
Any ways, I didn't connect it properly. I didn't take the processor off the fan so it didn't lock it.


So that was that. Just some questions if anyone wants to answer them. Its related.

I troubleshooted all the parts in different ways. Thats how I remember that I didnt put the processor on correctly.
But shouldn't the motherboard beep if i removed all the RAM Sticks because I did that but nothing happened. Does it need the processor to beep?

yes it needs the processor before it can look for ram.
