My PC has been doing this again lately,

I am fairly certain that it is not the video card as this is the second video card I have used on this PC after I sent the first back for an RMA, in which it passed all stress tests. Thankfully XFX was kind enough to send me a new card anyway, but I am still getting this.

What other hardware could cause this? I want to say it's my HDD due to the fact that it has been making a sound consisting of two clicks and then something similar to the PC powering off every now and then all while continuing to run.

Also, I am not overclocking anything on here.

here are the specs:

XFX HD-597A-CNB9 Radeon HD 5970 Black Edition 2GB 512 (256 x 2)-bit GDDR5 PCI Express 2.1 x16 HDCP
Seagate Barracuda 7200.12 ST31000528AS 1TB 7200 RPM SATA 3.0Gb/s 3.5" Internal Hard Drive
G.SKILL 6GB (3 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Triple Channel Kit Desktop Memory (only using 4GB)
AMD Phenom II X6 1055T Thuban 2.8GHz Socket AM3 125W Six-Core Desktop Processor
GIGABYTE GA-870A-UD3 AM3 AMD 870 SATA 6Gb/s USB 3.0 ATX AMD Motherboard

Do you know what kind of temps everything is running at, on your system? Also that power supply may be a little on the iffy side. Do you have another one with either the same voltage or higher to test with? It could either be overheating, bad power, a bad driver install or possibly bad ram or hdd. Let us know after testing things how it goes.

I'll have to try and score some parts to swap out and try. I know it's not a driver issue, because I have reformatted this computer about 3 times and it still does it with every fresh install

Yes, it can be HDD or anything. You said it powers down and start again while system works, i had similar problems, and it turns out that it was bad power connector to HDD, try to swap to another one, also, try ro change sata cable. Last but not least, try to clean PCIe slot from dust etc, maybe with a bit of alcohol (but be careful).

at work a computer was doing that... I had to swap the monitor for a new one.

However the likely hood of 2 monitors doing that at the same time and both of them breaking down at the same time..... test the monitors on a different computer...

dont know could happen though!
