I have a Phantom and its probably the best cooler I've had on a card. I've tried Zotac AMP! 3 slot and ASUS Direct CUII and the Phantom is my favourite. far better than the ref, which I started with.
Havent looked at fan speed but gaming I've yet to see it go over 61C and silent with it. Its a 2 and a half slot fit if you're considering sli.
3d Mark extreme score gave me an increase from 3200 to 3450 roughly boost at factory overclock.
I dont see the need to overclock further, but liked the idea of a better power phase design for longevity.

Wouldn't problems in design have shown effects by now? So far from all reviews and user experiences, the card seems to be performing flawlessly.

Its not news its rumors,they even say that themselves.
With alot jumping on the 680 cards that would normally get a $250 card i could see them being sold out..it sucks that nv does not have there mid range cards out

Design problems show in different ways. In this case, the problems seem to affect manufacturing. Could simply be that the design is extremely complex and difficult to manufacture. Or, it could just be that TSMC has competency issues....
