7.1 never really took off in a huge way, especially on the PC, too many people struggle to find the space for the other two speakers, I gave up myself and just bi-amped the front two speakers instead.

I remember having issues with the first Mass Effect game, could only get stereo sound, but think that is the only UE3 game that I have had this issue with.
I think it is a dev decision and not an engine issue, as I remember my mate playing Batman AA and ME2 with 7.1 sound on the PS3, so I imagine Batman AC and ME3 also has support.
