4850 Underclocking and fan rpm questions -

So I bought an Ati Radeon HD 4850 by Gigabyte and it has default GPU/Mem speeds of 700/993. I want to underclock it when not gaming and ATT only let's me go down to 490/794? Is there any way to go lower? I want to do 350/495.
Also, ATT doesn't seem to be able to detect the fan's rpm. It just says 0? How do I fix this so I can control the fan? I am using the stock fan the card came with and the fan is plugged into the card's power. Is it supposed to be connected to my motherboard instead or something? I have never used ATT for fan control before so I don't know.
WinXP Pro SP3 (32bit), ASRock 4CoreDual-SATA2, Gigabyte Radeon HD 4850 1GB, Catalysts 10.4 (no CCC), Ati Tray Tools 1.6.9.1486, latest system drivers for everything.
Edit: I had "Use overclocking limits" checked in general->advanced settings. That fixed the underclocking range problem! Fan still 0 rpm though.
