Galaxy 9800GT fanspeed 1400rpm only!? -

I have tuned my fanspeed of Galaxy 9800GT from 30% to 100% but the fanspeed is just about the same around 1400rpm!!
whats wrong is it, riva tuner or the 9800GT? Please look at the image for reference. [IMG]  [/IMG]
