limiting bandwidth usage through my router?

i share a connection with someone who rents a room in my house, they use an absurd amount of bandwidth and leave their computer on nonstop, making my connection very laggy. is there any way i can limit the bandwidth they get through my router setup or through some other means? i am using a netgear wireless MR314 router and both connections are running wired through the 1 and 2 port. help?
