So I did some testing and it appears that in DirectX11 in Max Payne 3 I can't get vsync to work in game or by forcing it in the driver. Switch to DX9 and vsync kicks in just fine. Anyone know how to fix this ? I have tried d3doverrider and can't even get it to launch. I've seen rumors that it doesn't work with win7 64bit ? Any ideas?

No problems here with VSync, working fine on Windows7x64 12.6 beta official....

Maybe he wants "proper" vsync, I mean which locks framerate and no tearing

D3DOverrider works fine with Win 7 64bit, ive been using it here for ages.

Have you downloaded D3Doverrider on its own ?
