strange problem with 6950 OC

so i have sapphire dual fan 6950 which i unlocked shaders, i run it on 1,14v 920mhz and 1350mhz on memory. i used sapphire trixx software to OC the card because i dont want to mess with flashing 6970 bios.

i was happy camper on 12.1 drivers, then out of the blue i tried 12.4 beta, trixx crapped out on me, back on 12.3 official, trixx works but overdrive tab in ccc is missing, driver cleaner, registry settings, nothing help, time to reinstal win 7. i installed 12.1 again and instead of trixx, because i've read good things about ASUS GPU Tweak i installed it and everything worked. then, all of sudden if i restart PC OC works, the games never crash, temp are below 75C, if i go back to desktop it goes back to 500mhz (dual monitors) and if i get back to the game or start benchmark i cant get back to 920mhz on core, instead i get 725mhz and im stuck with it, sometimes if i restart the game,any game, i get 920mhz but most of the time i have to restart pc and it works again.

whats funny, when it happens i see 920mhz set in GPU Tweak app, i see set frequency (920) in furmark but monitor gadget of the app reports 725 and i see less fps. This is driving me crazy, i reinstalled drivers, used atiman, driver cleaner safe mode, everything is by the book, i dont know what to do anymore.

i see many views but no answers, anyway, the culprit is ASUS GPU tweak app it breaks if i switch displays, so i need to expand overclocking range again...

Any good overclocking app besides Asus's, i've heard afterburner causing a lot of problems on 12.x drivers.
