DirectX 9 problem.

I've seen lots of these posts but none that match my exact problem or helped for WinME.

I spent the last couple days upgrading the drivers to my Voodoo3 so that it would be directx 9 compatible, only to get an error when installing.
I don't understand the error, and I've asked my resident techie (he's finishing CNT classes right now) and he didn't even know what it meant, so I'm hoping someone on here will know.

A page or two into installing, I get this message: A cabinet file necesssary for installation cannot be trusted. Please verify the Cryptographic Services are enabled and the cabinet file certificate is verified.

Can anyone help, or at least translate that into English?

Have you disabled that service under --->Control Panel--->Administrative Tools--->Services (Should be on that list)?

If it says disabled, click on Cryptographic Services select properties and then set it to automatic for the startup procedure.

Thanks, Watcher, that link fixed it. But now when I try to load a game (namely Sims 2) it says there's a problem with Direct3D. Any ideas?

I already tried dxdiag. Direct3D's enabled and seems to be working fine.
But, I do have an error code when opening dxdiag, so I'm looking it up now
