Only one side of the card is shielded, its not a definitive test.

Can you test with another plug in sound card, in case there is a fault on the card?

Try your soundcard in another PC.

If your within the return day, return it to the store and get another DX, If not try to get a RMA from asus, Could be possible that you got a lemon.

It may have been said but usually noise is either floating inputs or very dirty power.
You could try and mute the inputs that are enabled-probably already mentioned or try another slot. If that doesn't help it is really hard to go from here...the card might be damaged.
I would try another slot if possible, try other drivers. If the inputs are muted, that means the noise is coming in through another way as muff said it may indeed be your power...hard to say. Generally Xonars are great cards and I haven't heard too many people having issues with a DX at all -except you that is.

i see, i just muted mic into device properties on the levels tab, and the noise goes 0, what does this mean? should i return the card to be sure?

It means, that is where the noise is coming from.
Is this with a mic connected or not?

If it is without the mic connected this is a common thing it is called a floating input. See, without a mic connected and the mic boost on, the circuit becomes very sensitive and picks up noise very easily. So, when you mute the circuit, you get rid of the floating input.

If you got rid of the noise...it is all good right?

You unmute it with a mic connected but aside from that leave ALL inputs muted except ones that have devices connected so they do not float and pick up noise.

So, your noise issue is solved?
