First off, I don't know where I should be posting this so if a moderator feels it should be somewhere else please move it.

Ever since Quinn patch some users have had absolutely massive stuttering when in full screen regardless of the frame rate (I get a constant 60fps, uncapped over 250fps). This first occurred on the beta server where the patch was released then the identical problem happened on the live servers when it was released. I started a thread and asked others to share their info, the very few who provided any details seem to be Radeon HD 5000 and 6000 users. Due to the small sample size it's possibly a coincidence.

At first I thought it was both with and without vsync but it seems it's only with vsync. The reason it seemed to stutter without vsync as well is because the tearing is absolutely tremendous without vsync and causes its own stutter-like effect.

I tried every combination of settings to see if anything bypasses it. Sure enough windowed mode avoids the problem entirely. All signs at this point seem to point to vsync, but to throw a wrench into this all, when spectating the stuttering does not occur.

So why not just use windowed mode? First of all a problem shouldn't be ignored just because there is a band-aid fix, secondly I use 2560x1440 in-game (for down-sampling) and in 1920x1080 on my desktop. That means I'd have to give up down-sampling to use windowed mode. It's not a big deal but still a loss.

I have been in contact with a support specialist from Riot since March 1st and needless to say he has absolutely no idea what to do. I've sent logs of absolutely everything in to them (DX, processes, game logs, etc, etc) and at this point we're still at square 1 and he's asking me for stupid things such a process log again with my antivirus and firewall uninstalled this time.

I tried to record a video with FRAPS to show him, but as soon as recording begins the game goes smooth, I **** you not. Then when I press stop recording the stuttering resumes. This stuttering is at a consistent timing, not random, so it still seems likely to be at least partially related to vsync.

This is a technical problem that's beyond their support agent's understanding. A stuttering issue that's possibly related to vsync and Radeon 5000/6000 drivers, more specifically, possibly a program incompatibility with those drivers/vysnc. Between all the users on Guru3D I'm hoping we can figure out precisely what the problem is.

TL;DR: Some users have had heavy stuttering in full screen (regardless of frame rate) with vsync since the Quinn patch. There were very few who gave me their details but the few who did were Radeon HD 5000 and 6000 users, coincidence maybe. Riot support is clueless and have not solved it since a month ago when I contacted them.

I could possibly test if i get any stuttering with my setup. Haven't been playing in few months but if there is any for 7000 i could go see that.

If any of you Radeon users (especially 5K/6K users) have the time please do run the game and let me know if you experience such stuttering. The only person who I know who plays the game with a Radeon 7K card does not experience this problem.

People on the LoL forums often lack the most basic understanding of computers so asking them what video card or drivers they're using is pointless when they don't know what a driver is. That's part of the reason why I got so little feedback there regarding hardware used.

I have same issue as you, game has some kind of slow downs(fps is 60 but games slows down kinda) with VSYNC but i get no stutter on high fps mode 120+ all the time.
i had it on HD6870 too , now on HD7970.

Not that this is helpful, but my LoL experience is flawless here. I don't even bother to use Vsync because the game never tears, somehow. Can't give you an explanation on that.

Sigh, in all my reports I've been saying there have been no frame drops. I wasn't paying close enough attention, in full screen (with vsync) it's going nuts jumping between 59.9fps and 60fps constantly. So the stutter is so strong that it's preventing a perfect 60fps from being held. When there is no consistency that fraction of a frame difference constantly going up and down makes it feel crappier than 20fps.
Use borderless windowed mode for now until:
    A - AMD fix it
    B - Riot fix it
C - You buy an nVidia card

Realistically AMD and Riot are going to do ****-all, we're stuck with this problem until we get nVidia cards.

All the more reason to get that 670 you wanted

The prices are bull****. An ancient card from the paleolithic era and they want the release price of $400 for it? They can go to hell, I'll stutter and lag my way through games unless there's some sort of amazing sale. I was considering the 670 until I found out how much it lags behind in performance and also realized how damn old it is.

nVidia always do this, release their cards at prices above the competition then never lower it through it's entire life cycle. Only at the week before a new release do they offer rebates... MAIL IN rebates which take 6 months to arrive if they ever do. They know they can get away with it since AMD is a joke.

It's $400 for a GTX 670, the release price IIRC. There are some sales going on now, but on the ones no one wants.

Well I thought I tried every combination of settings. Disabling the HUD animation prevents the stuttering. And only now I realized that it is actually stuttering between 59.9fps and 60 constantly. I didn't pay attention before since seeing a quick drop to 59.9 was nothing unusual in any game, especially I assume with 59.97Hz monitors. 0.1fps variance so often per second causes that massive stutter... sigh. With the HUD animation off that stops and it remains at 60 far more often, the stutter ends.

That is some screwed up programming, the stuttering caused by the HUD animation doesn't happen while spectating, in a window or recording.

You have no idea how retarded I feel right now only realizing this now. I don't know if this is recent change (there have been patches since the Quinn patch) or if it was always like that. I could have sworn I tried every setting several times.

I didn't know one year old was considered ancient? I'm pretty sure they became available in March/April of last year.

A year old GPU is indeed prehistoric. I'd have to be out of mind to pay $400 before taxes for a year old GPU that's not even a top performer. As I said there are sales now, there is a PNY one available with a stock-like HSF for $340 but what's the point if I have to spend another $90 after for a proper HSF after the default one is discovered to sound like a jet and doesn't cool for squat, aka is like every stock HSF ever.

Even a sale on stocks of cards which don't sell is unusual for nVidia items. This PNY card is the first real exception I've seen in a long time.

I also get a stutter when using v-sync in LoL. It's not a big deal with this game, not having v-sync I mean... but still!

It's a consistent stutter too, not just happening every so often. As soon as I move my camera, I can look at the terrain and see it: ----gERK----gERK----gERK

Im in the same boat with my Mobility 5870.

I found a workaround tho. Instead of fullscreen, use Bordeless. Its buttersmooth with vsync.

I have also filled a bug report with AMD if they ever read it....

Edit: Meh. It seem reading the first post I would have seen the windowed mode.
